Brief History Of New Hampshire’s Gambling Legislation

The Granite State has faced years of unofficial gambling in its state since the year 1700s when lotteries ran rampant. Afterward, NH built a racetrack that hosted illicit race betting until the authorities intervened.

In 1933, Pari-mutuel betting on horse and greyhound races became the first major form of gambling legalized in NH.

By 1963, the nation’s first state-run lottery was created. One year later in 1964, the NH lotto had its first drawing.

In 1971, the NH Greyhound Racing Commission was created to oversee pooled wagering activities related to racing.

In 2009, a 10% tax on horse race winnings was enacted. This led to a declining interest in racing activities. Even though NH repealed this act, it was already too late. The industry was spiraling down.

By 2012, the last live horse races ran in New Hampshire’s tracks. These tracks are no longer active.

In 2014, several bills were introduced to change various gambling laws. These bills failed.

In 2017, there was interest in opening a commercial casino and allowance for online gambling in NH, the language was written in HB 562 which would also offer online lottery sales, along with other provisions.
