Reviews Of Local West Virginia Casinos
Online casinos are legal in West Virginia, a step the state took in 2019, but like its five land-based casinos they are closed to anyone under 21. The West Virginia Lottery Interactive Wagering Act gives each licensed casino one online license with up to three skins, so the state could one day host 15 regulated casino sites. Sports betting and poker carry the same 21 minimum.
Four of the five casinos are racinos at existing racetracks, including Hollywood Casino at Charles Town Races, the largest we review with 2,200 machines and 74 tables, and Mountaineer Casino Resort in New Cumberland. The Greenbrier in White Sulphur Springs is the exception, a resort with a 31-table casino in front of its hotel. For players 18 to 20, the state has pushed a few big offshore brands out of the market, but several 18+ West Virginia casinos operating from outside the state still accept them.
Mountain State Casinos And The 21 Rule:
- The Greenbrier’s online casino runs through the BetMGM app.
- Charles Town’s online games come through the state-licensed Penn Play Casino app.
- Mountaineer has a separate high-limit room, with Spanish 21 and Mississippi Stud among its table games.
- Wheeling Island Hotel-Casino-Racetrack is another of the four racinos.
- Beyond casinos, the state runs a lottery and video lottery terminals.
Does West Virginia Have 18+ Casinos?
The state of West Virginia does not authorize its licensed in-person or online casinos to accept players under 21. However, 18+ online casinos operating outside of state lines can accept players from the region.
Since the state has no gambling laws barring out-of-state sites from accepting WV players, bettors can sign up and wager with any online casino operating legally. While the state has blocked some of the popular online casino sites there are still several reputable sites that will accept WV players over 18.

Do Local Casinos In WV Offer Online Gambling?
West Virginia is one of the few states that allow online casinos. Enacted in 2019 by the West Virginia Lottery Interactive Wagering Act*, online casinos were introduced to players over 21.
WV players can also access a select few offshore gambling sites that were not asked to stop accepting WV players. While the state government has targeted a few big players that have since decided to opt out of the market, there are still 18 and up online casino options available in 2026.
